Those states feel different, but both can reduce useful concentration. One brain is not activated enough. The other is activated without enough control.

The best answer is therefore conditional: caffeine helps when the fog is mainly low alertness, but it may worsen clarity when the problem becomes withdrawal, excess activation, or lost recovery.
